rtb-telemetry — standalone module¶

rtb-telemetry was extracted from this monorepo into the phpboyscout Rust toolkit (Wave 4 of the multi-repo decomposition). The crate name, API, and behaviour are unchanged — including the two-level opt-in policy and the automatic rtb_redact::string application to args and err_msg.
